Plymouth appoints new police chief, promotes one and hires another

<p>WILKES-BARRE TWP. &#8212; Township police arrested a woman they say was using cocaine with a 3-year-old girl inside a motel room Tuesday.</p><p>Police allegedly found loose Suboxone pills mixed with toys in a Mickey Mouse bag and a scouring pad commonly used to smoke crack cocaine inside the room at Motel 6 on Schechter Drive.</p><p>Jessica Denise Butts, 41, of East Stroudsburg, was arrested when police allegedly discovered the drugs and contraband while conducting a welfare check on the child. Police said they were tipped off that a woman was under the influence of drugs while supervising a child.</p><p>According to a criminal complaint:</p><p>Police knocked on the room&#8217;s door that was opened by Butts just after 7 p.m. Butts had open sores on her neck, arms and chest and was twitching. A girl in the room was not wearing any clothes.</p><p>When asked about a rubber band on the bed, Butts said it was from the toddler&#8217;s Barbie dolls.</p><p>Police noticed a bulge in Butts&#8217; pocket and when asked about it, she claimed it was Suboxone.</p><p>Butts removed a vial from her pocket that contained a white chunky powder suspected to be cocaine.</p><p>Police removed the child from the room as Butts struggled with three officers when she was arrested.</p><p>A Mickey Mouse bag inside the room contained toys and 10 loose Suboxone pills.</p><p>Police said controlled substances were kept in unmarked containers that were not secured and easily accessible to the child.</p><p>Butts was arraigned by District Judge Joseph Spagnuolo Jr. in Plains Township on charges of endangering the welfare of children, possession of a controlled substance, misbranding a controlled substance, possession of drug paraphernalia and reckless endangering another person. She was jailed at the Luzerne County Correctional Facility for lack of $30,000 bail.</p><style>
