Our View: Wilkes-Barre rail crossings with no gates pose hazards

<p>SUGAR NOTCH &#8212; A near six-hour standoff ended peacefully early Monday morning when Richard Copeland surrendered from his Main Street residence after he allegedly discharged a round from a firearm at Police Chief Jeremy Talanca. </p><p>Talanca responded to a reported domestic dispute at 774 Main St. at about 10:16 p.m. Sunday when Copeland allegedly fired a round at the police chief, according to court records.</p><p>Talanca retreated and requested additional law enforcement officers.</p><p>Police from neighboring departments and state police surrounded the house leading to a standoff that forced neighbors to leave their homes. Main Street was closed during the incident.</p><p>Police throughout the night repeatedly called Copeland who eventually surrendered at about 4 a.m.</p><p>An officer on a bullhorn was heard instructing Copeland to walk away with his hands up in the air and lie on the ground. Once Copeland was on the sidewalk, three heavily armed troopers moved in to restrain him with handcuffs.</p><p>Copeland&#8217;s girlfriend was also detained and later released. She is not expected to be charged, police said.</p><p>An arrest warrant was signed by District Judge Alexandra Kokura Kravitz in Pittston charging Copeland with two counts of aggravated assault and one count each of assault upon a law enforcement officer and recklessly endangering another person.</p><p>Copeland was arraigned by District Judge Brian Tupper in Luzerne County Central Court and jailed at the county correctional facility for lack of $150,000 bail. </p><style>
