New approach suggested to cut down on violence &nbsp;&nbsp;&nbsp; 
 The shooting and killing of a beloved New York City grade-school principal
left most Americans grinding their teeth in anger. In fact, they'd probably be
choking back tears -- if they weren't already so numbPatrick Daly, principal
of Public School 15 in Brooklyn, was caught in crossfire on Thursday while
searching for a missing pupil. We won't recount the details here, nor repeat
the many testimonials to his gentle character. Suffice to say that New York
City schoolchildren lost a trusted friend. &nbsp;&nbsp;&nbsp; And suffice to say that all Americans should pay more attention to a
project being spearheaded by, among others, former Surgeon General C. Everett
Koop. Koop and his colleagues suggest that society expand its search for ways
to curp. Perhaps we should look beyond law enforcement; perhaps, instead, we
should look to the art and science that successfully cut cigarette smoking,
cut drunk driving, even changed people's habits in order to cut heart disease:
public health. &nbsp;&nbsp;&nbsp; 
 "A public health approach... would emphasize prevention, using such tools
as statistics and scientific analysis," according to "Priorities" magazine. &nbsp;&nbsp;&nbsp; 
 "After identifying all of the factors involved in firearm fatalities,
public health officials can target each one with legislation and community
programs to minimize the risk. A similar public health approach successfully
has helped reduce automobile fatalities since the 1960s." &nbsp;&nbsp;&nbsp; 
 If we accept this approach, we must realize the consequences. The
prescriptions may be hard to swallow; the scientific and public-health
communities may call for cutting violence on television, banning certain
weapons, and toughening requirements to get gun licenses, for example. &nbsp;&nbsp;&nbsp; 
 But we're willing to listen. After Principal Patrick Daly died, bleeding
from gunshot woulds, on a dreary street in Brooklyn -- we'll listen to just
about anything.
