 PLYMOUTH -- Barring a last-minute surprise, the Mid-Valley Task Force will
be moving from its headquarters in the Plymouth Municipal Building. &nbsp;&nbsp;&nbsp; 
 The drug-busting force, a cooperative effort involving 24 police
departments in Luzerne County, has until midnight tonight to reach a rental
agreement with the borough. &nbsp;&nbsp;&nbsp; 
 Yet borough councilman Carl Clemm said he had not heard from Plymouth
police chief John Thomas, who is also president of the task force. &nbsp;&nbsp;&nbsp; 
 "As far as I know, they are going to be moving," said Clemm, who introduced
the motion requiring the task force to pay $400 per month. &nbsp;&nbsp;&nbsp; 
 Clemm said the borough's decision was based on principle. He said he felt
it was unfair for the financially-strapped borough to provide the task force's
space rent-free. &nbsp;&nbsp;&nbsp; 
 "Plymouth shouldn't carry the whole load," Clemm said. "If each community
had contributed $200 a year, the whole thing would be defrayed." &nbsp;&nbsp;&nbsp; 
 Clemm said he decided to introduce his motion after learning that Thomas
had decided not to follow through on a letter asking all 24 communities for a
$350 membership fee. &nbsp;&nbsp;&nbsp; 
 "If he had the right to ask for $350, then why is Plymouth Borough so wrong
to defray (the cost of the rent)?" Clemm said. "He (Thomas) canceled out his
request because he said he didn't need the money from what I understand." &nbsp;&nbsp;&nbsp; 
 Thomas could not be reached for comment, although he has said in the past
that he wants the task force to remain at its present location, in large part
because it has helped the borough with equipment and manpower. &nbsp;&nbsp;&nbsp; 
 The task force has been headquartered in Plymouth since its beginning four
years ago. &nbsp;&nbsp;&nbsp; 
 Thomas said the task force can't afford that amount, which would add up to
$4,800 for the year. He said the state had already cut more than one-third of
the task force's funding over the last two years. The task force receives
$90,000, down from $152,000. &nbsp;&nbsp;&nbsp; 
 Officials in Kingston have offered the task force part of a room and a
storage closet in the basement of their municipal building free of charge. The
task force would share the room with Kingston's Special Investigations
Division.
