WILKES-BARRE -- The City Council will meet in a special session Tuesday to
act on Earth Conservancy's request that the city sponsor a $500,000 grant
application to the federal government. &nbsp;&nbsp;&nbsp; 
 On Thursday, Mike Dziak, the conservancy's executive director, asked
council members to consider sponsoring the grant. Dziak said it would help pay
costs related to the conservancy's purchase of 17,000 acres of land formerly
owned by the bankrupt Blue Coal Corp. &nbsp;&nbsp;&nbsp; The conservancy, created by U.S. Rep. Paul Kanjorski, D-Nanticoke, will
test and market environmental technologies while restoring mine-scarred land. &nbsp;&nbsp;&nbsp; 
 The non-profit group's application will be made to the federal Department
of Housing and Urban Development for a "special purpose grant," Dziak said. &nbsp;&nbsp;&nbsp; 
 The city must agree to sponsor the grant application and perform certain
oversight duties for expenditure of the funds, city Administrator Richard
Muessig said. &nbsp;&nbsp;&nbsp; 
 It could not be determined Sunday how the money was appropriated by
Congress. Last September, Kanjorski had attached a $500,000 earmark for the
conservancy to a Department of Housing and Urban Development appropriation
bill, but it was removed by a subcommittee chairman. &nbsp;&nbsp;&nbsp; 
 Kanjorski could not be reached for comment Sunday. &nbsp;&nbsp;&nbsp; 
 In August, the council voted in favor of extending a $417,000 line of
credit to the fledgling conservancy to help with its $12.6 million purchase of
Blue Coal land. &nbsp;&nbsp;&nbsp; 
 The city expects repayment of the loan, and Blue Coal has pledged nearly $1
million worth of land as collateral. &nbsp;&nbsp;&nbsp;
