Two Luzerne County police departments will bolster their full-time forces
because of a federal program designed to put more police on the streets. &nbsp;&nbsp;&nbsp; 
 The funding was announced Wednesday by U.S. Sen. Arlen Specter,
R-Philadelphia. Approximately $1.7 million will be distributed to 17
Pennsylvania communities. &nbsp;&nbsp;&nbsp; The largest allotment in the state, $205,170, will be awarded to West
Pittston, which plans to increase its full-time force from two to five
officers. &nbsp;&nbsp;&nbsp; 
 Plymouth Township will use its $59,884 grant to increase its full-time
force from one to two officers. &nbsp;&nbsp;&nbsp; 
 "Putting these additional officers on the street is necessary for
continuing the fight against crime in our communities," Specter said in a
press release. The lawmaker supported the grant, which is part of the
Community Oriented Policing Service program passed in the 1994 Omnibus
Anti-Crime package. &nbsp;&nbsp;&nbsp; 
 West Pittston will add three officers to a force that consists of two
full-time and seven part-time officers, council member Ray Ramage said
Wednesday. &nbsp;&nbsp;&nbsp; 
 West Pittston had five full-time and three part-time officers in 1994, but
retirements and resignations reduced the force, Ramage said. &nbsp;&nbsp;&nbsp; 
 "It will build morale and help us build the force back to what it used to
be," Ramage said. He said the additions will help the borough control traffic,
vandalism and burglaries. &nbsp;&nbsp;&nbsp; 
 "When you have a full-time police department, it makes an impact," he said. &nbsp;&nbsp;&nbsp; 
 The grant will allow Plymouth Township to add another full-time officer.
The force also has six part-time officers, according to John Rinehimer,
chairman of the township board of supervisors. He said the extra officer will
assist in the township's fight against criminal activities such as illegal
trash dumping, speeding motorists and burglaries. &nbsp;&nbsp;&nbsp; 
 "I'm thrilled to death," Rinehimer said. "We're very happy to have received
the grant. It will definitely eliminate some of the problems in the township.
The high visibility of police officers will also deter other criminal
activities from coming into the township." &nbsp;&nbsp;&nbsp; 
 The grants are administered through the Community Oriented Policing
Services Universal Hiring Program (COPS UHP), which allows Pennsylvania police
departments to hire additional officers. The COPS grants are released by the
U.S. Department of Justice. &nbsp;&nbsp;&nbsp; 
 The grants will assist in the payment of salaries and benefits for 23
full-time and seven part-time officers in the 17 selected Pennsylvania law
enforcement agencies. &nbsp;&nbsp;&nbsp; 
 "We have been fortunate to see recent declines in crime rates," Specter
said. "In order to have these declines continue, it is important that we
provide our communities with adequate police forces enabling them to
effectively combat crime." &nbsp;&nbsp;&nbsp;
