HANOVER TWP. -- Emergency repair work on a retaining wall built in the
Askam section during the New Deal years is scheduled to begin today. &nbsp;&nbsp;&nbsp; 
 The wall that supports a portion of Harrison Street began falling to the
ground July 21. Administrator Paul McGarry said the falling rocks pose a
threat to properties that are located near the wall. &nbsp;&nbsp;&nbsp; "I see where it could be dangerous," Harrison Street resident Louise
Bienasz said Monday. &nbsp;&nbsp;&nbsp; 
 Her neighbor, 85-year-old Mary Mikula, said she remembers when the Works
Progress Administration -- a part of President Franklin Delano Roosevelt's New
Deal -- built the wall in 1942. &nbsp;&nbsp;&nbsp; 
 McGarry said township engineer Doug Avery blames the deterioration on water
that seeped into an area behind the wall. &nbsp;&nbsp;&nbsp; 
 Township commissioners at last Saturday's special meeting awarded a $24,900
contract to Edward Krasavage Construction, Edwardsville, to repair the wall.
Work includes rebuilding a wall section, repairing a drain pipe and
blacktopping the wall. &nbsp;&nbsp;&nbsp; 
 Six companies were asked to bid on the project, McGarry said. Two
contractors said they could begin work immediately. Kemmerer Masonry, Ashley,
offered to perform the work for $32,900. &nbsp;&nbsp;&nbsp; 
 State regulations allow the township to bypass the formal 30-day bidding
process because of the urgency of the situation, Chairman Pat Aregood said in
a statement released Monday. &nbsp;&nbsp;&nbsp; 
 The commissioners voted 5-0 to award the contract to Krasavage, one of two
companies that submitted bids for the work. &nbsp;&nbsp;&nbsp; 
 Voting were Aregood, James Lesho, William McGavin, Thomas Murphy and John
Sipper. Commissioners Sam Sorber and Ron Matthews did not attend the session. &nbsp;&nbsp;&nbsp; 
 The project will be funded through the township's Capital Improvement Fund
and is expected to take a few weeks to complete. &nbsp;&nbsp;&nbsp;
