Pending ``takings'' legislation will leave Pennsylvanians with big bills &nbsp;&nbsp;&nbsp; 
 This letter concerns an attempt by polluting industries to alter in their
favor and at the public's expense the system of checks and balances that was
created by our founding fathersFor more than 200 years the United States
Constitution's Fifth Amendment, as interpreted by the judicial branch of our
government, has guaranteed that private property cannot be seized by the
government without just compensation. &nbsp;&nbsp;&nbsp; Recently, however, some laws -- most notably those that protect the
environment and human health -- have apparently begun to interfere with
corporate America's ability to exercise what many of its members perceive as
its God-given right to reap huge profits without regard for consequences. &nbsp;&nbsp;&nbsp; 
 Although many of us are aware that these so-called "takings" proponents
have bought the support of our national legislators, probably fewer of us
realize that the profit-at-any-cost movement enjoys the strong support of the
Pennsylvania Legislature. &nbsp;&nbsp;&nbsp; 
 When the Pennsylvania Senate reconvenes after its summer recess, it will
consider SB 1587, the "Private Property Protection Act," which currently has
20 cosponsors. &nbsp;&nbsp;&nbsp; 
 Among the evils perpetrated by "takings" bills such as SB 1587 is an
increase in state and local governments' expenses, expenses that would be
borne by the taxpayers. &nbsp;&nbsp;&nbsp; 
 Consider the following estimates of the costs of "takings" legislation in
other states: Washington -- legislation could cost local municipalities from
$305 million to $986 million annually for studies and $3.8 billion to $11
billion for compensation; Wisconsin -- state agencies could see administrative
costs totaling $10 million per year; Arizona -- $16 million per year in
administrative and legal expenses; Colorado -- $4.2 million in impact analyses
costs for the Department of Transportation alone. &nbsp;&nbsp;&nbsp; 
 Along with the costly burden SB 1587 would place on taxpayers' shoulders,
this bill would also weaken land-use restrictions that protect homeowners and
communities from such property-devaluing enterprises as landfills and
incinerators. &nbsp;&nbsp;&nbsp; 
 The laws of the commonwealth are, as are those of the nation, intended to
protect the common good. No one should be allowed to change or to weaken these
laws for his or her own selfish interests. &nbsp;&nbsp;&nbsp; 
 The Pennsylvania Senate must reject SB 1587. Please contact your senator
today and urge him/her to oppose SB 1587. &nbsp;&nbsp;&nbsp;
