WILKES-BARRE- Memo clipboards dropped off at each household include some
bad advice, at least for now. &nbsp;&nbsp;&nbsp; 
 The boards, intended for refrigerator doors, urge city residents to call
911 in an emergency. City workers delivered the last of more than 16,000
clipboards along with Health Department surveys on Friday. &nbsp;&nbsp;&nbsp; But countywide 911 service won't begin until mid-June. &nbsp;&nbsp;&nbsp; 
 "If someone dials 911 in a community where 911 service is not available,
that can create a problem," said Ron Rome, a spokesman for the Luzerne County
Emergency Services Communication Center. &nbsp;&nbsp;&nbsp; 
 Such calls reach the first available operator, usually hundreds of miles
away. It could even reach another country, he said. &nbsp;&nbsp;&nbsp; 
 Shannon McNulty, spokeswoman for Mayor Tom McGroarty, said 911 was included
because county officials assured them the service would be in use by December. &nbsp;&nbsp;&nbsp; 
 "We were told it would be up," she said. She did not know who told city
officials 911 would be ready or when the information was given. &nbsp;&nbsp;&nbsp; 
 It wasn't Rome, who said he can't imagine anyone predicting 911 would be
working so early. The target date has been changed several times. Last week,
an April 1 deadline was pushed back to mid-June. &nbsp;&nbsp;&nbsp; 
 Rome, who didn't know the city included a plug for 911 in its survey
package, said he couldn't comment on materials he hadn't seen. &nbsp;&nbsp;&nbsp; 
 But he said the public can be confused when officials and the media refer
to the new Luzerne County Emergency Services Communication Center in Hanover
Township, where dispatchers began taking calls in September. For now, they
answer calls made to municipal emergency services. &nbsp;&nbsp;&nbsp; 
 Only a few parts of the county, such as the Back Mountain and parts of
Avoca and Duryea, have 911 service. It is provided by other agencies. &nbsp;&nbsp;&nbsp; 
 "What we urge, recommend, stress to people is that they know their local
seven digit emergency numbers," Rome said. &nbsp;&nbsp;&nbsp;
