SCRANTON- A federal grand jury indicted two Luzerne County men on charges
they conspired with others to distribute heroin in the Wyoming Valley. &nbsp;&nbsp;&nbsp; 
 The indictment against Randall Jacobs and Corey Lingaas was unsealed
Wednesday. Both men are in federal custody and will be given a detention
hearing on Feb. 3 in U.S. District Court, Scranton. &nbsp;&nbsp;&nbsp; Both men face a maximum penalty of 40 years in prison and a $2 million
fine. &nbsp;&nbsp;&nbsp; 
 The indictment is related to an ongoing investigation of heroin trafficking
in the Wyoming Valley that has resulted in charges against three men. &nbsp;&nbsp;&nbsp; 
 One of the men, Thomas Fela, has admitted to supplying a dose of heroin
that killed Thomas Walter of Wilkes-Barre in 1996. &nbsp;&nbsp;&nbsp; 
 Fela, of Plains Township, and James Newhart, of Shavertown, Kingston
Township, were indicted last September. Both men pleaded guilty to conspiracy
charges. &nbsp;&nbsp;&nbsp; 
 A third man, David Chesney of Nanticoke, also pleaded guilty to taking part
in the conspiracy. Chesney was charged separately. &nbsp;&nbsp;&nbsp;
