Woodcrest homeowners, association reach deal &nbsp;&nbsp;&nbsp; 
 Most flooded-out residents are to pay $250 in maintenance back dues, plus

 PLAINS TWP.- Woodcrest homeowners who stopped paying maintenance dues when
their homes were flooded in January 1996 reached an out-of-court settlement
Wednesday with their homeowner's association. &nbsp;&nbsp;&nbsp; 
 All but one of about 20 residents agreed to pay $250 each in back dues
through December 1997. The residents do not have to pay $150 each for
attorney's fees. &nbsp;&nbsp;&nbsp; 
 "There have been some bad feelings between the groups, but both sides
showed they were willing to compromise," said Donna Eget, a flood victim who
now lives in East Stroudsburg. &nbsp;&nbsp;&nbsp; 
 Flooding destroyed about 30 homes in the development near Pocono Downs. The
government quickly rescued many communities damaged by the flood, but did not
agree to buy the ruined Woodcrest properties until last summer. The residents
have not received any money from the government buyout. &nbsp;&nbsp;&nbsp; 
 As part of Wednesday's settlement, residents who no longer live in the
development must continue to pay $12.50 per month until they receive their
buyout money. At that point, their obligation ends. &nbsp;&nbsp;&nbsp; 
 Lisa Klee, president of the Woodcrest Community Association, said the
settlement was easy to accept because it gets money into the association's
treasury without crippling the displaced homeowners. &nbsp;&nbsp;&nbsp; 
 "I wish we could have settled this before, but sometimes you need a
disinterested third party," said Klee after lawyers from both sides hammered
out the settlement. &nbsp;&nbsp;&nbsp; 
 The association decided to take the homeowners before District Justice
Diana Malast of Plains Township because its coffers had thinned after the 1996
disaster. The association had agreed to waive the victims' dues for 1996, but
needed the 1997 money to maintain the development. &nbsp;&nbsp;&nbsp; 
 Though many residents had to leave their homes, Klee said they still had to
abide by their contract. &nbsp;&nbsp;&nbsp; 
 "They still have a mortgage," she said. "Just because they're not living
there doesn't mean they're not responsible for what they own." &nbsp;&nbsp;&nbsp; 
 Eget said the association's treasury had $10,000 when the flood hit. It
doesn't need to collect as much money as before because half the people don't
live there anymore. &nbsp;&nbsp;&nbsp; 
 "It was never our intention to stiff them, but how much money does it take
to cut the grass in May, June, July and August," Eget said. &nbsp;&nbsp;&nbsp; 
 Klee said fewer residents meant fewer dues, and grass cutting and snow
plowing still cost money. &nbsp;&nbsp;&nbsp; 
 Bud Baldoni of Plains Township was the only homeowner to decline the
settlement. He said the flood had cost him enough money, so he isn't about to
pay maintenance dues for a house he doesn't live in. &nbsp;&nbsp;&nbsp;
