Wyoming Valley West baseball rallies to win WVC Division 1 title

<p>PLYMOUTH &#8212; The Plymouth Borough Police Department will not provide a resource officer to Wyoming Valley West High School next year, according to borough council President Gary Kochinski.</p><p>The decision came as a result of a dispute between the council and the school district over the use of the officer, Kochinski said after the council&#8217;s meeting Tuesday night.</p><p>Kochinski said the matter came to a head last month when the district made a public statement regarding the conflict.</p><p>The district alleged that, despite a state grant for over $25,000 provided to the borough to fund a resource officer during the school year, the officer&#8217;s attendance has been inconsistent.</p><p>Kochinski said the disagreement in the officer&#8217;s duties was originally addressed in November.</p><p>According to Kochinski, the borough had received complaints about the officer regulating traffic at the stop sign located near Downing and Main streets, &#8220;almost causing traffic accidents on several occasions.&#8221;</p><p>Kochinski also said the resource officer was misused in minor incidents which might be better handled by school staff.</p><p>&#8220;The borough wants to limit its liability, while keeping its residents safe,&#8221; he said.</p><p>In another matter, the council unanimously voted to terminate Barbara Fairchild as borough manager. Council cited Fairchild&#8217;s release of confidential information during contract negotiations.</p><p>Council Vice President Frank Coughlin, who cast his vote &#8220;with regret,&#8221; said he believes the manager position is necessary and would be advertised.</p><p>The council also unanimously approved a cooperation agreement with Luzerne County for the receipt of a $175,000 grant for street improvements for income eligible areas.</p><p>Coughlin said the borough is thankful for the grant, which is anticipated to be for $110,000.</p><p>In another matter, the council approved funding for the refurbishing of 110 meters on Main Street by DBA Meter Products at a cost of $10,000.</p><p>One half of the meters will be black and the other half will be red.</p><p>The council also approved a transfer of $5,000 to the Plymouth Borough Public Library as part of a $6,500 annual commitment.</p><p>Coughlin credited participants of the borough&#8217;s recent annual cleanup events, lauding local organizations for their efforts.</p><p>Councilman Clyde Peters encouraged residents to participate in upcoming activities celebrating the borough&#8217;s sesquicentennial, especially the Kielbasa Festival in August.</p><style>
