California, Japan suffer rare opening losses at LLWS

<p>WILKES-BARRE &#8212; A city man was found unable to sit up on the sidewalk without falling over, leading to his arrest on charges of possession of drug paraphernalia and public drunkenness, according to police.</p><p>Police said they found Joshua Wink, 30, of Wilkes-Barre, at 3:05 p.m. Friday on Coal Street visibly intoxicated in public to the point he was incapable of self care. Wink was found to be under the influence of an unknown chemical substance, police said.</p><p>A subsequent search revealed items of drug paraphernalia, according to police.</p><style>
