Woman allegedly assaults man, fights Luzerne Borough police officer

<p>NEWPORT TWP. &#8212; An inmate at the Retreat state prison is being blamed for more than $3,400 in damage by causing his blocked toilet to overflow, troopers report.</p><p>Cordell Delano Stokes, 36, of Philadelphia, was repeatedly flushing the toilet in his cell at around 3 a.m. Aug. 30, according to police.</p><p>The repeated flushing caused a large pool of water to form outside Stokes&#8217; cell.</p><p>Corrections officers told Stokes to stop flushing the toilet, but police say he ignored them, continuing to flush it for another 15 minutes. Corrections officers were unable to enter the cell at the time.</p><p>The water leaked into an administrative office located below Stokes&#8217; cell, and also seeped into other cells.</p><p>Damage was caused to the ceiling, walls and outlets in the office. State Police received an estimate to repair the damage in excess of $3,400.</p><p>Stokes has been charged with misdemeanor counts of institutional vandalism and criminal mischief. The charges were filed with District Judge Donald Whittaker in Nanticoke, with a preliminary hearing to be scheduled for a later date.</p><style>
