Clinton merits applause for new ethics guidelines &nbsp;&nbsp;&nbsp; 
 (EDITORIAL) &nbsp;&nbsp;&nbsp; Mention the word "ethics" in our nation's capital and it's a
better-than-even bet that you'll elicit a blank stare. Many big shots there
don't know the meaning of the wordThey abuse their positions of power by
putting their personal interest before that of the country's. They stomp on
the spirit of the law to the point at which they are a mere one step ahead of
the sheriff. They say one thing and do another. They sell their access and
influence to the highest bidder. And more. &nbsp;&nbsp;&nbsp; 
 One reason such chicanery abounds is because many bureaucrats lack a sense
of fair play -- to say the least. Another is that the guidelines governing
their behavior are weak. &nbsp;&nbsp;&nbsp; 
 But things are changing. President-elect Bill Clinton on Wednesday issued
new, tougher ethics regulations that he will apply to the top 1,100 appointees
of his administration. &nbsp;&nbsp;&nbsp; 
 Clinton will require his top aides to sign a pledge, enforceable like a
contract, promising not to lobby their former government agency for five years
after leaving office. &nbsp;&nbsp;&nbsp; 
 And, top White House aides would be banned from lobbying the executive
branch in their areas of responsibility. &nbsp;&nbsp;&nbsp; 
 And, in the strictest ethics rule ever imposed, Clinton's appointees also
would be required to agree to a lifetime ban on representing foreign
governments. &nbsp;&nbsp;&nbsp; 
 What the new rules mean, basically, is that people are not going to be able
to serve a relatively short time in government, make connections and gain
expertise, and then turn around and benefit as a lobbyist by the influence
they might have acquired. &nbsp;&nbsp;&nbsp; 
 In issuing the changes, Clinton has done much to fulfill his campaign
promise that he would work at improving the ethical climate in Washington. The
president-elect deserves a hearty round of applause for moving quickly toward
that worthwhile goal.
