Act's goal: Competition &nbsp;&nbsp;&nbsp; 
 The Telecommunications Act of 1996, passed and signed into law in February,
is designed to relax federal regulations and ensure fair competition in the
telephone service, telecommunication equipment, cable television, broadcasting
and computer services marketplacesWith telephone service, the act: &nbsp;&nbsp;&nbsp; Overrides all state restrictions on local and long-distance competition. &nbsp;&nbsp;&nbsp; 
 Establishes universal service rules that continue to subsidize telephone
service for rural and low-income subscribers &nbsp;&nbsp;&nbsp; 
 Repeals antitrust consent decrees but continues to require equal access to
all long-distance carriers. &nbsp;&nbsp;&nbsp; 
 But, a provision of the law protects hundreds of smaller telephone
companies from the competition provisions. Among those companies is
Commonwealth Telephone, which serves 200,000 customers in Pennsylvania. &nbsp;&nbsp;&nbsp;
