 Chronology of the Eugene Duffy Jr. case based on court documentsSept. 11,
1995: &nbsp;&nbsp;&nbsp; Attorney Gifford R. Cappellini is placed on one year probation and ordered
to submit to drug tests and counseling after he admits he tried to buy cocaine
from a client. Cappellini is the son of Luzerne County Court of Common Pleas
Judge Gifford S. Cappellini. &nbsp;&nbsp;&nbsp; 
 Feb. 8, 1996: &nbsp;&nbsp;&nbsp; 
 Cappellini shows indications of drug use in a test administered by the
Luzerne County Adult Probation/Parole Office. It is the first such test
Cappellini was required to undergo. &nbsp;&nbsp;&nbsp; 
 Feb. 21, 1996: &nbsp;&nbsp;&nbsp; 
 The state Office of Attorney General, which prosecuted Cappellini,
announces it will seek to revoke his probation. State investigators allege
Cappellini failed to report to the county probation office, admitted to using
drugs and did not complete court-mandated treatment for drug use. They say
they will also investigate the probation office's handling of the case. &nbsp;&nbsp;&nbsp; 
 March 4, 1996: &nbsp;&nbsp;&nbsp; 
 Cappellini's probation is revoked by Luzerne County Judge Michael Conahan,
who orders him to serve 45 days to one year in the Luzerne County Correctional
Facility. Cappellini appeals to the state Supreme Court, which has yet to rule
on the matter. Cappellini remains free on bail. &nbsp;&nbsp;&nbsp; 
 April 25, 1996: &nbsp;&nbsp;&nbsp; 
 Probation officer Eugene Duffy Jr., who supervised the Cappellini case, is
charged with four misdemeanors. The attorney general's office claims Duffy,
the son of Luzerne County Prothonotary Eugene Duffy, inserted an inaccurate
document in Cappellini's file after he learned of the state investigation. The
document falsely indicated Cappellini had reported to the probation office,
investigators allege. Documents filed by prosecutors allege Duffy did not test
Cappellini for drugs at the urging of Cappellini's sister, Dorothy Cappellini,
who also worked in the probation office. Duffy is released on bail. &nbsp;&nbsp;&nbsp; 
 May 16, 1996: &nbsp;&nbsp;&nbsp; 
 Duffy, who took vacation time after the charges were filed, is placed on
paid leave by the county court. &nbsp;&nbsp;&nbsp; 
 May 29, 1996: &nbsp;&nbsp;&nbsp; 
 The charges against Duffy are forwarded to Luzerne County Court by District
Justice Martin Kane. &nbsp;&nbsp;&nbsp; 
 June 5, 1996: &nbsp;&nbsp;&nbsp; 
 Cappellini's license to practice law is suspended by the state Supreme
Court while his appeal is pending. &nbsp;&nbsp;&nbsp; 
 Nov. 22, 1996: &nbsp;&nbsp;&nbsp; 
 Duffy's $1,299 bi-weekly salary is suspended under a new Luzerne County
Court policy dealing with employees charged with crimes. &nbsp;&nbsp;&nbsp; 
 Nov. 25, 1996: &nbsp;&nbsp;&nbsp; 
 Northampton County Senior Judge Richard Grifo, appointed by the Supreme
Court to handle the case, hears legal arguments on Duffy's petition for
dismissal of the charges. &nbsp;&nbsp;&nbsp; 
 Jan. 15, 1997: &nbsp;&nbsp;&nbsp; 
 Judge Grifo dismisses the charges. &nbsp;&nbsp;&nbsp; 
 Jan. 16, 1997: &nbsp;&nbsp;&nbsp; 
 Michael Jordan, recently appointed head of the probation department, says
Duffy will return to work today. Jordan said he will conduct an administrative
investigation of Duffy's actions and further discipline is possible. State
prosecutors say they are considering an appeal of Grifo's ruling and they
