19 recommendations made in probe of PIAA &nbsp;&nbsp;&nbsp; 
 The following are the 19 recommendations made Monday by the state Senate's &nbsp;&nbsp;&nbsp; Special Committee on Interscholastic Athletics after a 10-month
investigation into the PIAA1. Comply with the Sunshine Act by publishing
district and state-level meetings, opening those meetings to the public and
make the minutes available. &nbsp;&nbsp;&nbsp; 
 2. Establish a competitive bidding process that enables the public to bid
on various services the PIAA provides. &nbsp;&nbsp;&nbsp; 
 3. Establish a bidding process for site selection for state championships,
including a clear, written policy with an explanation of the criteria provided
to the prospective bidders. &nbsp;&nbsp;&nbsp; 
 4. Reform the broadcast rights policy, including a reduction of fees to
radio and TV broadcasters, and having an open and competitive bidding process. &nbsp;&nbsp;&nbsp; 
 5. An annual state audit of the PIAA should be conducted every year by the
Legislative Budget and Finance Committee, with results on file for public
inspection. &nbsp;&nbsp;&nbsp; 
 6. Expand the PIAA's Board of Control to include representatives of groups
with direct interest in interscholastic athletics, including coaches,
officials and parents. &nbsp;&nbsp;&nbsp; 
 7. Expand the PIAA's advisory committee to address the concerns of those
involved with sports and reorganize the sports-specific steering committees. &nbsp;&nbsp;&nbsp; 
 8. Repeal the restitution rule, Article VII, section 1(k) of the PIAA
Constitution that requires member schools to pay PIAA legal fees if they lose
a case involving the PIAA. &nbsp;&nbsp;&nbsp; 
 9. Amend the PIAA Constitution to require the PIAA Board of Appeals be a
standing committee with limited terms of service. &nbsp;&nbsp;&nbsp; 
 10. Establish an appeals procedures policy manual to be followed
universally by all committees on all levels. &nbsp;&nbsp;&nbsp; 
 11. Implement significant reforms with regard to the PIAA's handling of its
finances of its employees, officers and agents in accordance with best
accounting practices, as well as federal and state laws, and IRS regulations. &nbsp;&nbsp;&nbsp; 
 12. Expand the number of classifications to more accurately reflect the
realities of interscholastic athletics, with each class having the same number
of schools with approximately the same number of students in each school. &nbsp;&nbsp;&nbsp; 
 13. Provide an evaluation system for game officials and afford all
qualified officials a fair opportunity to work district- and
championship-level games. &nbsp;&nbsp;&nbsp; 
 14. Establish a clear conflict of interest and ethics rules, including the
contracting of PIAA relatives, unless full public disclosure is made. &nbsp;&nbsp;&nbsp; 
 15. Review and revise its championship tournament qualifications in all
sports to give all members schools equal opportunity to be represented in
playoffs. &nbsp;&nbsp;&nbsp; 
 16. Hire in-house legal counsel and end its relationship with the PIAA's
current law firm to ensure the most efficient use of PIAA funds. &nbsp;&nbsp;&nbsp; 
 17. Evaluate the PIAA's executive staff to determine whether executive
director, associate executive director and assistant executive director should
be terminated. &nbsp;&nbsp;&nbsp; 
 18. A thorough review of the existing athletic eligibility rules should be
done, including athletic intent,
